Do High Rise Apartments Need Independent Inspections?

There have always been reports and stories of apartment owners and their battles to get repairs done based on whether the problems are structural or not but since the Opal Tower problems surfaced, the stories about the problems with apartment towers have become almost a torrent.

Given the ever increasing number of people putting their life savings into apartments and the ever increasing reports of structural problems, major defects and costly litigation to get them fixed should we be changing our system to have government appointed Inspectors for High Rise Apartments independent of Builders and Developers?

As purchasing property is the single biggest investment most people will ever make, should there be greater insurance provided to protect buyers/owners and their investment?
